TxCIA Lobbying Initiative Achieves Goal

TxCIA's Board of Directors is pleased to announce that a special lobbying initiative for the 88th regular session of the Texas Legislature has achieved the Association's objective. In June of 2023, the budget for the 2024-2025 biennium was approved by Governor Abbott. The budget included an appropriation directing the Texas Department of Insurance (TDI) to retain, through a competitive application process, a captive Insurance specialist to support captive insurance oversight and related activities in the Texas captive insurance market. The move is expected to enhance the efficiency of the Texas captive insurance market and the ability of Texas to attract new captive investments in the state. TxCIA extends its special thanks to Senator Charles Schwertner (R-Georgetown) and Representative Ed Thompson (R-Pearland) for sponsoring the appropriation and shepherding it through the appropriations process.

TxCIA Joins Groundbreaking Industry Coalition to Submit Arguments to Supreme Court

As part of an unprecedented captive insurance industry coalition, the Texas Captive Insurance Association  has joined with nearly two dozen captive insurance organizations to file an amicus brief before the U.S. Supreme Court in the case of CIC Services LLC v. IRS (‘CIC’). Read more

TxCIA's Legislation, HB 1944, Signed into law by Gov. Greg Abbott 

On June 15, 2017, House Bill 1944 became law. These changes will make it easier for companies to redomicile or start captives in the State of Texas.
